# AI rankings scoreboard (ASEAN-10 + Timor-Leste)

Dedicated **AI rankings and policy** pack for SEA-11. Five panels stay separate. Companion to `topics/digital_landscape/`, `topics/innovation_rd/`, and `topics/egovernment_civic_tech/`. **Dual story:** a **readiness rank is not compute, is not a law on the books, and is not skills.** Never blend Oxford Insights, IMF AIPI, Tortoise, Stanford opinion, or World Bank GovTech into one score.

**Coverage:** BRN, KHM, IDN, LAO, MYS, MMR, PHL, SGP, THA, VNM, TLS  
**Linear:** not filed. `user-Linear--media-os` returned `needsAuth` ("This MCP server requires authentication before its tools can be used."). No issue id invented.  
**Rule:** No invented numbers. Empty cells stay empty. Say GAP. Do not difference the 2024 and 2025 Oxford editions.

## What each panel is

## Reading notes

- **Singapore leads every readiness series that covers it:** Oxford Insights 2025 **76.42, rank 7 of 195**; IMF AIPI 2023 **0.801** (highest in SEA-11); Tortoise 2024 overall **rank 3** (score GAP).
- **Mid-pack on Oxford 2025**, still far behind Singapore: Thailand **63.22 (34)**, Malaysia **62.34 (38)**, Philippines **60.51 (43)**, Vietnam **59.98 (45)**, Indonesia **59.87 (46)**.
- **Lower on Oxford 2025:** Brunei **40.51 (97)**, Cambodia **33.91 (118)**, Laos **29.92 (125)**, Myanmar **20.54 (173)**, Timor-Leste **18.39 (179)**. They are in the index. Do not drop them.
- **Tortoise skips** Brunei, Cambodia, Laos, Myanmar, Timor-Leste. Empty, not zero.
- **2026 policy is ahead of the indexes.** Vietnam’s AI law took effect **1 Mar 2026**. Singapore refreshed NAIS on **20 May 2026**. ASEAN AI Safe was adopted **26 Oct 2025**. IMF AIPI is still a **2023** snapshot.
