# Rule of law & corruption scoreboard (ASEAN-10 + Timor-Leste)

Dedicated **rule of law & corruption** pack for SEA-11 — **Transparency International CPI** and **WJP Rule of Law Index** (overall + Factor 2 Absence of Corruption). Companion to `topics/governance_risk/` (WGI GE/RoL/CoC + RSF + INFORM) — this pack owns **CPI + WJP**, not WGI. **Dual stories:** (1) CPI ≠ WJP overall ≠ WGI CoC — separate panels; never one integrity score; (2) coverage gaps (BRN CPI 2024; BRN/LAO/TLS WJP) — grey empties, not zeros.

- **Singapore** leads SEA-11 on both CPI (**84**, rank **3**/180) and WJP overall (**0.78**, **16**/142, EAP **4**/15); Factor 2 **0.92** (global **3**).
- **Philippines peer lens (CPI 2024):** PH **33** · MY **50** · VN **40** · ID **37** · TH **34**. PH ties Laos at **114**/180.
- **Philippines WJP:** overall **0.46** (**99**/142, EAP **13**/15); Factor 2 **0.43** — mid-pack among peers, far below MY **0.57**.
- **Bottom of SEA-11 CPI:** Cambodia **21** · Myanmar **16**. WJP: Cambodia **0.31** (**141**/142) · Myanmar **0.34** (**138**/142).
