## Intentional empties / caveats

| **TLS binding coverage** | WDI `TM.TAX.MRCH.BC.ZS` empty for Timor-Leste across pull window — cell left empty. |
| **WDI binding coverage 2022 = 0** | IDN, KHM, MYS, THA show `0` in 2022 while prior years are ~76–100%. Treated as **data artifact**; scoreboard uses last **non-zero** year (2021) with note. Timeseries retains the suspect 2022 zeros with SUSPECT flag. |
| **Tariff vintage** | Latest WDI applied/MFN means are **2022** for AMS-10 and **2021** for TLS — badge years; not 2025/26 live customs schedules. |
| **RCEP preferential rates** | **Out of scope for this pack.** Companion **delivered** 2026-10-02 as `topics/rcep_preference_margins/` (APEC Day-1 duty-free shares + sparse util + ERIA margin bands). This pack still locks **legal EIF + applied/MFN only**. Dual story: applied MFN ≠ preferential access. |
| **Duty-free import share** | No clean SEA-11 WDI series locked without invention — omitted rather than guessed. |
| **TLS & RCEP** | Timor-Leste is **not** an RCEP Party — `rcep_party=N`, `rcep_in_force=N`, empty EIF date. |

## Not gaps (do not invent)

- Singapore near-zero applied tariffs are real, not missing.
- Applied < MFN for many AMS is expected (preferences already in “applied” means) — do **not** narrate as “RCEP cut already in the MFN column”.
- Empty preferential-rate columns are intentional — see out-of-scope above.
