Comparable country pack for **basic / safely managed drinking water**, **basic / safely managed sanitation**, **open defecation**, and **basic handwashing** (where JMP reports). Built for Asia Knowledge → ASEAN in Data.

**Badge:** **mixed vintages** (esp. Malaysia open defecation †2016; Timor-Leste handwashing †2020) + **intentional gaps** on safely managed / handwashing where JMP does not publish  
**Rule:** No invented numbers — empty cells are intentional (see `gaps.md`).

### JMP ladder note

**Basic** services are the broader coverage rung; **safely managed** is the SDG rung (on-premises, available when needed, free from contamination for water; not shared + safely disposed/treated for sanitation). A country can look near-universal on basic water while sitting well below 50% on safely managed — that is a methodology feature, not a data error.
