Insight / Digital landscape

Two-thirds of Filipinos are online — but median mobile speed is the peer laggard, and only about half hold a financial account.

Internet access, download speeds and financial inclusion.

Access is not speed. Lock Ookla to September 2025 — don’t mix live 2026 pages. Fixed broadband (107 Mbps) beats Indonesia; it still trails Thailand, Vietnam, Malaysia and Singapore. No Findex for Brunei or Timor-Leste.

What the comparison shows

Internet use, connection speed and financial-account ownership reveal separate gaps in digital participation. Being online does not guarantee a fast connection, and a fast connection does not establish access to formal financial services. The Philippines’ stronger fixed-broadband result relative to Indonesia therefore does not cancel out its weaker mobile-speed comparison.

Key findings from this pack

  • Internet access, connection speed and financial inclusion measure different things.
  • PH mobile speed trails most peers; Indonesia is lower in the locked snapshot.
  • Ookla comparisons use September 2025 only.
  • Brunei and Timor-Leste lack Findex observations in the pack.

The evidence: Philippines and peers

Philippines, Malaysia, Thailand, Vietnam and Indonesia. Values retain their individual years; missing observations are shown as —.

How to interpret the findings

The speed snapshot is September 2025, while access and account observations have their own years. Combining these into one digital-readiness score would conceal those differences. Subscription counts can exceed the population through multiple subscriptions; they should not be interpreted as the proportion of unique people connected.

Coverage and context

Ookla speed observations are September 2025 only. Subscriptions may exceed 100 per 100 people because of multi-SIM ownership.

The table is a comparison of observations, not a combined ranking. The topic guide includes the wider SEA-11 coverage, interactive charts and full methodology.
