Philippine e-government sits mid-pack globally — EGDI 0.76, up 16 places — with online services stronger than telecom infrastructure.

E-government development and online public services across the SEA-11.

EPI 0.73. OSI leads the three components; TII lags. Singapore is the ceiling. UN EGDI HCI ≠ World Bank HCI — keep them apart. Badge 2024.

What the comparison shows

The Philippines sits mid-pack on the UN EGDI while posting one of the larger peer rank gains since 2022. Online services are a relative strength among peers, but the telecom-infrastructure component lags. E-participation tells a related but separate story from the composite EGDI score.

Key findings from this pack

  • PH EGDI trails its four peers, while its Online Service Index exceeds their supplied scores.
  • PH EPI exceeds Malaysia and Vietnam but trails Thailand and Indonesia.
  • UN EGDI human capital is distinct from the World Bank HCI; e-participation is not offline civic space.
  • All eleven countries have the locked UN survey observations; ranks describe relative position, not absolute maturity.

How to interpret the findings

EGDI is a relative composite across 193 UN members, not an absolute digital-government maturity percentage. The UN EGDI human-capital component is not the World Bank Human Capital Index used elsewhere on the site. Consumer access, speed and Findex belong in the digital-landscape pack and must not be merged into EGDI. EPI measures online participation, not offline civic space or press freedom.
