Methods & coverage

One UN survey vintage

All indices and current ranks use the UN DESA E-Government Survey 2024. EGDI is a relative composite across 193 UN members, not an absolute digital-government maturity percentage. It combines OSI, TII and the UN human-capital component. Positive rank change is the 2022 rank minus the 2024 rank, as recorded in the pack notes; rank movement is not an index-point change.

Keep the concepts separate

UN EGDI Human Capital Index is a component of this survey, not the World Bank Human Capital Index. The digital landscape pack covers consumer access, Ookla speed and Findex; these are not merged into EGDI. EPI measures online participation, not offline civic space or press freedom.

Coverage and scope

All eleven countries have the seven locked 2024 indicators; no observations are missing. No conflict-adjusted Myanmar score is invented. OECD OURdata, ODIN, city-level LOSI and private-market estimates are outside this pack.
