Insight / Logistics & infrastructure

On overall logistics performance the Philippines ties Vietnam at 3.3 — but customs lag, and container volume sits far behind Malaysia and Vietnam.

Logistics performance and physical freight volumes.

Timeliness is the peer strength (3.9). Don’t read the LPI tie with Vietnam as matching customs. Singapore is a ceiling, not a peer. Brunei and Myanmar use 2018 LPI; Timor-Leste has none.

What the comparison shows

The Philippines and Vietnam share an overall LPI score, but the component picture is different. Philippine timeliness is a relative strength while customs performance is weaker. This matters because a single composite can hide where the friction occurs. Container volumes add a measure of activity, not a second score of logistics quality.

Key findings from this pack

  • PH and Vietnam tie on overall LPI but differ on customs.
  • Timeliness is a Philippine peer strength.
  • Container volume includes hub transshipment and does not measure domestic demand.
  • Older LPI observations and missing freight rows retain their coverage labels.

The evidence: Philippines and peers

Philippines, Malaysia, Thailand, Vietnam and Indonesia. Values retain their individual years; missing observations are shown as —.

How to interpret the findings

LPI scores and physical freight volumes use different units and answer different questions. Ports serving transshipment hubs can handle large volumes without those flows representing domestic production. Older LPI observations for Brunei and Myanmar and the Timor-Leste gap also limit a clean same-edition regional ranking.

Coverage and context

LPI edition 2023 is WDI date 2022; 2018 observations are older. Container traffic includes transshipment; no paved-roads series.

The table is a comparison of observations, not a combined ranking. The topic guide includes the wider SEA-11 coverage, interactive charts and full methodology.
