Poverty comparisons depend on the threshold and the welfare measure. A national poverty rate answers a domestic policy question using that country’s own line. International PPP thresholds address a different question, while Gini describes the distribution of income or consumption rather than the share below a poverty line. Read these as distinct dimensions of living standards.

How to interpret the findings
National rates cannot establish a harmonised regional ranking. Philippine international estimates use an income basis; combining them with consumption-based estimates can change the apparent comparison. PPP revisions, survey years and missing observations must remain visible before drawing conclusions about relative performance.
