Thailand and Malaysia still lead ASEAN arrivals — 28.1 and 20.1 million. The Philippines sits with Cambodia at 5.45 million, well behind the next tier.

International visitor arrivals in the 2023 freeze, with original regional context.

ASEAN took 101.9 million arrivals in 2023 against 143.6 million in 2019. Arrivals only — no receipts in this pack.

What the comparison shows

The regional recovery is substantial but unfinished: 101.9 million arrivals in 2023 are about 71% of the 143.6 million recorded in 2019. Thailand and Malaysia lead on visitor volume, while the Philippine figure is much smaller. That describes the scale of inbound travel; it does not establish how much visitors spend or how much income stays in the local economy.

Key findings from this pack

  • Thailand and Malaysia lead the 2023 scoreboard.
  • Cambodia and the Philippines share the seeded 2023 arrivals value.
  • The original regional freeze remains below its pre-pandemic baseline.
  • Timor-Leste’s 2023 arrivals and country receipts remain gaps.

How to interpret the findings

The regional baseline cannot tell us which country recovered fastest. Country-level 2019 observations are not supplied, so a national recovery percentage would be unsupported. Receipts are also missing throughout the country scoreboard, and the identical Cambodia and Philippines values should not be used for fine-grained ranking.

Coverage and context

2023 KF2024 freeze. Regional context retains the original 101.9 / 143.6 million vintage. Timor-Leste has no 2023 country observation; receipts remain empty.

The regional 2019 baseline and 2023 total come from the frozen 2023 tourism research brief.

The table is a comparison of observations, not a combined ranking. The topic guide includes the wider SEA-11 coverage, interactive charts and full methodology.
